1 cup self raising flour
1/2 cup wholemeal/whole wheat flour
1/2 cup unsweetened cocoa powder
3 tbsp raw sugar
1 pinch salt
4 tbsp light butter
2 tsp pure vanilla extract
1 1/2 cups low fat/skim milk
1/4 cup dark or milk chocolate chips
1/2 cup chocolate chips of choice

Steps

Whisk the flours, cocoa powder, sugar, baking powder, and salt in a large bowl.
Melt 2 tablespoons butter, then whisk it with the vanilla and 1 1/2 cups milk.
Stir the wet mixture into the dry mixture just until combined, then fold in 1/4 cup chocolate chips.
