Steps
- Chop the onion and bell pepper into small pieces.
- Brown the ground beef in a large pot over medium heat for 8 to 10 minutes, breaking it apart, until it reaches 160 F.
- Stir in the onion, bell pepper, and garlic powder, then cook for 5 minutes.
- Add the tomato sauce, diced tomatoes, water, salt, and pepper, and bring the mixture to a boil.
- Stir in the macaroni, reduce the heat, and simmer uncovered for 12 to 15 minutes until the pasta is tender.
- Remove the pot from the heat and let the goulash stand for 5 minutes.
