Steps

Set a 6-quart Instant Pot to sauté, add the oil, and cook the onion for 3 minutes.
Add the garlic, red pepper flakes, basil, and black pepper, then cook for 30 seconds.
Stir in the water, salt, pasta, and spaghetti sauce until the pasta is mostly covered.
Seal the pot and cook on high pressure for 5 minutes, then carefully quick-release the pressure.
Stir in the cream cheese and spinach for 2 minutes, then add Parmesan if using.
